A first look at one of Secret Vessel Ghal's primary antagonists, Maxwell is a high-ranking operative of Overture.
A powerful and dangerous shadow organization, Overture secretly answers to the Rukian High Council (an extra-terrestrial humanoid race) and endeavors to operate under everyone's radar so as to not potentially upset the alliance between Rukai and the Earthian Empire. Their self-proclaimed mission is to seek out and obtain intelligence and artifacts of great power or import, as a means of "protecting" all life from the potential dangers that their quarry could pose. Despite this seemingly noble creed, their methods have been known to consider the ends of greater importance than the means - and have been known to indiscriminately resort to grand theft, espionage, and murder to achieve their goal.
At the close of the first episode, Folken Detention Center had fallen under siege by Ansel Oarland - whose sole intent was to break out her brother and accomplice who were captured after a botched pillaging. During the fray, a secret laboratory was revealed to be hidden within the prison, where a lone doctor was looking after a Noa specimen (another humanoid extra-terrestrial species that has been extinct for many ages). With this Noa specimen (and the doctor charged with taking care of him) accompanying Ansel and company upon their departure, Maxwell arrives within the vicinity of the space-faring prison - investigating the automated distress signal sent by the prison in response to Ansel's EMP burst, only to see that the Noa specimen has been freed.
As he states, in his encrypted message to his High Council contacts: "We have a problem. The Harbinger is in the open. I repeat: ...the Harbinger is in the open..."
